The Jovian Contest

Europa Clipper is protection-constrained by design and JUICE ends in Ganymede orbit. The one program aiming at the moon this analysis calls the industrial anchor is Tianwen-4, and it arrives in Callisto orbit in February 2038.

The asymmetry

One Program Is Aiming at the Industrial Anchor, and It Is China’s

Tianwen-4 enters Callisto orbit in February 2038. The two Western missions are explicitly science-shaped.

Tianwen-4 is targeted for a September 2029 launch on a Long March 5 from Wenchang, with a Venus gravity assist in April 2030 and Earth assists in February 2031 and May 2033, Jupiter orbit insertion in December 2035, and insertion into a 300-kilometer Callisto orbit in February 2038. Its companion probe continues outward for a Uranus flyby with closest approach in March 2045.

Set that against the other two. Europa Clipper is Category IV and protection-constrained by design, flying a high-eccentricity Jupiter orbit with repeated close passes rather than orbiting Europa at all, and ending in deliberate disposal. JUICE ends in Ganymede orbit in December 2034 and impacts the surface by the end of 2035. Both are excellent science missions and neither is shaped like infrastructure.

Stated without editorializing: the one national program aiming at the moon this analysis identifies as the industrial anchor — and, on the same dual-payload launch, at the ice giant it identifies as the fuel depot — is China’s. This is the same strategic asymmetry the asteroid belt analysis found, reached by the same mechanism.

What each will measure

Only One of Them Can Answer the Question the Industrial Case Turns On

Accessible ice grade at the working face, measured from Callisto orbit by neutron spectrometry.

The Phase 0 gate for any Callisto program is accessible ice grade, not bulk composition. Callisto is about half ice by mass and its surface is a dark sublimation lag whose top meters may be far poorer, and the difference swings the mining plant nineteenfold. A neutron spectrometer in Callisto orbit measures it. No other mission in the system will be in the right place to do so.

Europa Clipper characterizes an ocean nobody is allowed to mine. JUICE characterizes Ganymede’s magnetosphere, which is scientifically extraordinary and does not move the anchor. Tianwen-4 arrives at the body the industrial reading selects, in the orbit from which the gating measurement is taken, and it arrives in 2038. Projected

The gap that none of them closes is the Himalia group. Nothing is planned, proposed or funded to visit Jupiter’s irregular satellites, which are the only carbonaceous reservoir inside the Hill sphere and the second most important bodies in the system for an industrial reading. Lucy closes the Trojan composition question on its own in August 2027. This one does not close. See The Himalia Group.

Custody

Whoever Holds the Anchor Holds the Only Place Hardware Can Be Repaired

Which is less legal leverage than it sounds, and more than nothing.

There is exactly one location in the Jovian system where a machine can be refueled, reshielded or rebuilt, and it is wherever the water plant and the reactor are. Custody of that site is not territorial sovereignty in any recognized sense, and nothing in the Outer Space Treaty framework grants it. What it grants is the practical position of being the only supplier in a system whose next nearest supplier is 2.73 years away.

Distance also changes enforcement independently of communication latency. A legal instruction reaches Jupiter in under two hours; an inspector takes a launch window and a 2.73-year crossing. At Jupiter a physical enforcement action launched from Earth still arrives within one political cycle, which is why the Jovian system sits on the near side of the governance break rather than beyond it. Past Saturn it does not. The mechanisms that scale outward are registration, contract, insurance, mandatory telemetry, third-party audit and reputational stake, rather than inspectors and police power. Projected

The leash

Fissile Fuel Is the Permanent Dependency in a Fission Economy

And it is the one lever Earth keeps regardless of who holds the anchor.

Uranium and thorium are refractory lithophile elements. The outer moons are water ice and silicate, and never underwent the differentiation and hydrothermal history that created useful ore bodies on Earth. Callisto may contain rock; it contains no uranium ore anyone has argued for. Radioisotope generators do not change the conclusion — plutonium-238 production is measured in kilograms per year and an individual unit produces instrument-scale power, not mine-scale power. The industrial outer system runs on reactors or it does not run.

Water, oxygen, shielding and propellant can all be local. Complex electronics remain difficult. Fissile fuel is the dependency that does not go away, which makes the sovereignty ceiling of the Jovian system a function of power technology rather than of geology. Fusion would remove that particular leash, because the deuterium is already in the ice — the same moon, the same machines and the same crew have different political futures depending on which technology wins. See Callisto Water, Shielding & Propellant. Projected
