Why this constraint exists
Hardware Is Planned in Launches; People Are Planned in Decades
Workforce is not a program; it is the labor limit that binds all of them.
Every class and program draws on the same pool of engineers, technicians, welders, machinists and operators. The US private space economy employed 373,000 people in 2023 by the Bureau of Economic Analysis count. NASA lost roughly 4,000 civil servants in 2025 through two deferred-resignation rounds, about a fifth of its staff, with Goddard down 34%. SpaceX employs about 16,000. Observed
Off Earth the constraint becomes a dose limit. NASA's 600 mSv career cap, not hardware, is what forces rotating crews at the Moon and makes the Belt a contested destination on the Presence Gate. Regulating off-Earth industrial workers as radiation workers would allow multi-year residence with no hardware change. Modeled
Counts
373,000 US Space Jobs and NASA Down About a Fifth
The figures available, with their dates; skilled-trades shortages are reported but not counted.
| Measure | Figure | Source and date | Rated |
|---|---|---|---|
| US private-sector space-economy jobs | 373,000 | Bureau of Economic Analysis, 2023 | Observed |
| US space-sector employment | 222,300 | Space Foundation, 2023; average salary $135,000 | Observed |
| US aerospace engineers | 68,700 | Bureau of Labor Statistics, 2025; 8% growth to 2035, ~3,800 openings a year | Observed |
| NASA departures, 2025 | ~4,000 | GAO, reported July 2026: about 22% of ~18,000; Goddard lost 34% | Observed |
| NASA civil servants and contractors | ~14,000 + 42,000 | Administrator Isaacman's figures, disputing the 22% | Observed |
| SpaceX | ~16,000 | Secondary estimate, February 2026 | Modeled |
| European space industry | 68,139 FTE | Eurospace, 2025; up 2.2% while sales rose 23% | Observed |
| CASC · China | 174,000 | 2014, latest published | Observed |
| CASIC · China | 146,000 | 2017, latest published | Observed |
Astronauts and dose
32 NASA Astronauts, 49 Chinese, and a Policy Dose Cap
The crewed workforce is small and its exposure limit is a regulatory choice.
| Measure | Figure | Detail | Rated |
|---|---|---|---|
| NASA active astronauts | 32 | September 2026, down from 149 in 2000; 2025 candidate class of 10 | Observed |
| Chinese astronauts selected | 49 | Four groups; the 2024 group added payload specialists from Hong Kong and Macao | Observed |
| NASA career dose limit | 600 mSv | NASA-STD-3001, for every age and sex | Observed |
| ESA, Roscosmos, CSA career limit | 1 Sv | A European astronaut gets about 67% more exposure than a NASA astronaut | Observed |
| US terrestrial radiation worker | 50 mSv per year | Over a career, more than three NASA astronaut lifetimes - the cap is policy, not physics | Modeled |
Pipeline
New Training Routes Are Forming
The US Space Academy plans a first class of 300 in 2028; China selects astronauts from Hong Kong, Macao and partner states.
China flies foreign and regional astronauts as policy: Hong Kong's first astronaut launched on Shenzhou-23 in May 2026, and a Pakistani astronaut flies on Shenzhou-24 in October 2026. Europe's space headcount grew 2.2% in 2025 while sales grew 23%, which points to productivity rather than hiring as the response. Observed
Contested
Deliberately Not Claimed
The load-bearing uncertainties, tagged with the confidence they actually earn.
Skilled-trades shortages are reported, not measured. Welders, machinists and technicians are the most cited constraint and the least counted.
China's workforce figures are a decade old. CASC and CASIC have not published staff counts since 2014 and 2017.
NASA's losses are disputed. GAO counts about 22%; the Administrator counts civil servants and contractors differently.
