The 189 W/kg Gate

Quoted Pluto transit times are flyby numbers applied to a rendezvous. New Horizons arrived at 13.8 kilometers per second relative and kept going. An industrial vehicle has to stop.

Flyby against rendezvous

New Horizons Did Not Solve the Transit Problem

A 9.5-year flight to Pluto is a real achievement and it is the wrong precedent.

New Horizons launched in January 2006 on an Atlas V 551 with a Star 48B third stage, took a Jupiter gravity assist in February 2007, and reached the Pluto system in July 2015 after nine and a half years. It arrived at roughly 13.8 kilometers per second relative to Pluto and crossed the entire system in about 14 hours. The science return was extraordinary and the transportation lesson is narrow: the spacecraft never slowed down.

Everything on this hub — the propellant plant, the bridge, the service yard — assumes a vehicle that arrives and stays. That is a rendezvous, and the difference between a rendezvous and a flyby dominates the whole problem. Observed

The ladder

Five Years Costs 146 Kilometers per Second and About 189 Watts per Kilogram

Modeled at a specific impulse of 25,000 seconds, which is the optimistic end of electric propulsion.

The exact figures depend on the propulsion architecture and are modeled, not predicted. The threshold is the result, not the decimal places.

The popular four-to-five-year Pluto mission is therefore not a nuclear-electric mission with better trajectory optimization. It is a high-specific-power mission, and 189 watts per kilogram is an order of magnitude beyond anything flown. Kilopower and its successors are sized in the single watts per kilogram once radiators, power conditioning and structure are counted. Modeled

The same number everywhere

Pluto and the Crewed Jovian Mission Are Gated by the Same Threshold

A five-year Pluto rendezvous needs 189 watts per kilogram. The crewed Callisto case needs about 200. The ice giants move from 16 and 31 years out to 3.3 and 4.2 years across the same interval. Five separate findings in the outer-system analysis hang from one parameter, which is what makes it a gate and not a caveat.

That is also why the regime analysis treats specific power as a dial instead of a yes or a no. At 20 watts per kilogram the outer system is four disconnected outposts, each with a multi-decade supply queue. At 200 it is one connected regime with trips measured in years. A 2075 horizon and a 2100 horizon plausibly sit on opposite sides of it, and any map that places Pluto in the margin has quietly assumed an answer.

What the dial decides

Below the Threshold, Pluto Is a Science Destination and Should Be Called One

If specific power stalls well under 189 watts per kilogram, the correct response is not to invent a larger Pluto economy on more optimistic freight assumptions. It is to state that Pluto remains a scientific world whose industrial geometry is academic, and to spend the reconnaissance money anyway — the measurements on the reconnaissance gate are worth making either way, and they are cheap against the architecture they would inform.

Above the threshold the sequence is ordinary: reconnaissance, robotic propellant production on Pluto, bulk-material operations on Charon, orbital construction, and much later the tidal infrastructure the binary permits. The dates are uncertain. The dependency is not.

Threshold
189 W/kg for a five-year rendezvous, 146 km/s of Δv at Isp 25,000 s
Alternative
58.5 years on minimum-energy logistics at the 2075 horizon
Shared gate
The crewed Jovian architecture needs about 200 W/kg. The same dial sets the ice giants’ rank
Weakest link
Specific impulse of 25,000 seconds and the mass model behind it. A lower Isp raises the mass ratio faster than it lowers the power requirement
